Local AEO and local SEO share an ecosystem but not a scoreboard. AI answers are assembled from the same local web local SEO competes in. Google Business Profile, reviews, directories, so the foundational work transfers. But AI Mode is a separate ranking system from the local map pack, and winning one no longer guarantees the other. Here's what carries over and what's genuinely new.
What transfers from local SEO?
Most of the foundation. AI localizes through the search/retrieval layer, so it reads the same signals local SEO has always optimized:
| Signal | Local SEO role | Local AEO role |
|---|---|---|
| Google Business Profile | Ranks you in the map pack | Feeds Google's AI surfaces directly |
| NAP consistency | Trust + dedupe across the web | Strengthens your entity for retrieval |
| Reviews | Pack ranking + conversion | Among the most-cited local sources |
| Local directories | Citations + referral | Third-party sources AI pulls from |
| Local content / city pages | Organic local rankings | Accurate content for AI to retrieve |
In Whitespark's November 2025 Local Search Ranking Factors survey of 47 local-search experts, Google Business Profile signals were the single biggest factor for the local pack (about 32% weight), while on-page signals led the new AI-search-visibility category. The inputs overlap heavily; get them right and you serve both surfaces.
What's genuinely new?
Three shifts change the game even though the inputs rhyme:
- The output is a synthesized answer. Instead of a ranked list, you get a paragraph that may name you with no click. A zero-click recommendation. Being named matters as much as being clicked.
- Citations skew to third parties. Local AI answers lean heavily on directories and review sites rather than business websites, so earned presence in those sources carries more weight than in classic local SEO.
- AI ranking is a separate system. Which leads to the headline divergence below.
Why doesn't winning the map pack guarantee the AI answer?
Because they're different systems. One 2026 study found that 28.5% of businesses appearing in Google's local 3-pack were absent from AI Mode for the same query. So more than a quarter of pack winners simply didn't make the AI answer. The knowledge graph, reviews, and listings feed both, but the selection logic differs. AI Mode weighs the broader corroborated web, not just proximity and pack signals.
The practical consequence: measure AI presence on its own, don't infer it from map-pack position. You can dominate the 3-pack and still be missing from the AI summary above it.
Winning the map pack and winning the AI answer are no longer the same achievement. They share inputs. Your profile, reviews, and listings, but a quarter of pack businesses don't survive into the AI answer. Track both, separately.
How does the local ecosystem actually feed the AI answer?
The engine runs a location-aware search, retrieves from the local ecosystem, and synthesizes. Compared with the older featured snippet, which lifted one source into a box. An AI answer blends many sources into one citation-bearing paragraph. So the brands that show up are the ones whose facts are consistent across the most sources the engine trusts. The deeper mechanics of how engines infer your city in the first place are covered in how location shapes AI answers.
What to do differently
- Keep doing the local SEO fundamentals: they're the shared foundation.
- Invest harder in earned third-party presence: directories and reviews punch above their weight in AI answers.
- Stop treating map-pack rank as a proxy for AI presence. Measure the AI answer directly.
- Track citations and presence across engines, not just position in one.
Local SEO got you ranked; local AEO gets you recommended, and the two now need separate scoreboards. Measuring AI presence and citations city by city, across every engine, alongside your familiar local signals, is exactly the gap Buffy Intel is built to close.
